Border and binding are applied to both long edges, so you need roughly twice the runner length. A 23 ft runner needs about 46 ft of border, plus a little for the ends and any join.
Waste with a border
Borders are applied after cutting, so the runner itself must be cut accurately first. Allow 10% on the runner and buy the border last, once the final cut length is confirmed.
Border width and the reveal
A 2 in border on each side makes a 27 in runner read as a wide runner with a frame. Factor the border into the visible width when you check the reveal against your stair.
